Can you apply the not forgetting to vote to whatever force caused the postal vote I requested not to turn up?

No, but AboutMyVote says 'if it doesn't arrive, you can get a replacement ballot paper in person from your Returning Officer up until 5pm on election day' - other sites suggest you might need to bring ID. OTOH that is not much help if the problem is that you couldn't get to your polling station today!

I already got woken up this morning by my Uni texting me to remind me for the millionth time.

That said, I won't be voting.... my Mum lost the voting cards. :P

I could in theory get to the voting station, but it'd probably end up being at least 2 hours spent on voting I don't really have spare once you add in getting a new voting paper, and...well...I don't actually have much incentive to vote.

I always want a low turnout in local elections since it helps the argument for reform of local government (I usually spoil local election ballots), and while I'm averse to the expected consequences of AV I also don't want No to win by too much, in case anyone decides the campaign is worth imitating. So there's an element of "not worth it" in here too.

It says right on the polling card that you should bring it, but you can still vote without it (the implication is that may be a bit of a hassle, but I don't know). Of course, that doesn't help if you don't HAVE it, as you can't read the disclaimer :)

Yup! For reference, I voted without my polling card today (it is lost somewhere in the living room, possibly binned), and they asked me for my name and address. I'd suggest bringing proof of address just in case, but they may be fine without.

I just caught myself thinking 'well, I should vote for [option] if I want it, otherwise I have no right to complain if [not-option] wins', and then 'hmm, the turnout will be unaffected by my presence or absence'. In succession.

You need no idea and no polling card. Polls open till 10pm. Having no card is hassle free.
