No, but AboutMyVote says 'if it doesn't arrive, you can get a replacement ballot paper in person from your Returning Officer up until 5pm on election day' - other sites suggest you might need to bring ID. OTOH that is not much help if the problem is that you couldn't get to your polling station today!
I could in theory get to the voting station, but it'd probably end up being at least 2 hours spent on voting I don't really have spare once you add in getting a new voting paper, and...well...I don't actually have much incentive to vote.
I always want a low turnout in local elections since it helps the argument for reform of local government (I usually spoil local election ballots), and while I'm averse to the expected consequences of AV I also don't want No to win by too much, in case anyone decides the campaign is worth imitating. So there's an element of "not worth it" in here too.
