However, it doesn't seem to be the same problem with the one about the 4-7 year olds - I cut'n'pasted that into a tell while using the web interface, and it was quite happy ...

No, that was a school-filtering thing. But it might have been on URL-length, still, and just had a smaller limit than the bug in the web interface.

The limit in the web interface isn't a bug; the fact that it screws up the connection when you hit that limit is ;)

The longer command that you posted about would be too long even if you were connected via telnet.
