I think the problem with Section 28 is that some people (inevitably) use it to justify being overtly homophobic. Thus children who are confused about the issue can be taught that having feelings for a member of the same gender is wrong. Which of course leads to just as many problems as these children being told that 'of course you fancy him/her, that's natural, you are gay'. Obviously not all who are confused are gay, and not all are straight.
I do agree that teachers shouldn't promote any lifestyle over any other, that is not their job, and shouldn't be. This is just one of those situations where whatever the law is some people will use it to follow their own agendas. It's too emotive a subject.
